I have a suspended [Shoutmon EX6] and an unsuspended [ShootingStarmon]. If I choose the 2nd effect for this card's [Main] effect, can I just unsuspend [Shoutmon EX6] and attack with 1 of my Digimon?

No, you can't. A "by doing X" condition can't be met if only some of the required actions are performed. The conditions for this card's [Main] effect require you to suspend both 1 of your [Shoutmon EX6] and 1 of your [ShootingStarmon].
