I used this card's [On Play] [When Digivolving] effect to give "can't suspend or activate [When Digivolving] effects" to 1 of my opponent's Digmon with no digivolution cards. If that Digimon later gains digivolution cards after being affected by that effect, can it suspend or activate [When Digivolving] effects?

No, it can't. For this card's [On Play] [When Digivolving] effect, you chose 1 of your opponent's Digmon with no digivolution cards to gain "can't suspend or activate [When Digivolving] effects." The effect will continue affecting the chosen Digimon even if it later gets a digivolution card.
