When one of my Digimon would digivolve into a Digimon with [Gallantmon] or [Growlmon] in its name, if I can no longer pay the digivolution cost due to the inherited effect on my opponent's [EX3-016 SnowAgumon] or [EX3-019 Paledramon] and the digivolution fails, does the Digimon from the attempted digivolution still gain the [When Digivolving] <Blitz> effect from this card's effect?

Yes. This card's effect reads "when [...] would digivolve into," so the effect interrupts the digivolution when it activates. Therefore, it activates first and gives that Digimon <Blitz> even if the digivolution later fails.
