I have this card, [Omnimon], and BT20-100 [The Last Guardian] in the battle area. When my [Omnimon] would leave the battle area, but it's prevented from leaving by BT20-100 [The Last Guardian]'s <Delay> effect, can I then use this card's [All Turns] effect to gain 2 memory?

Yes, you can. When your [Omnimon] would leave the battle area, this card's [All Turns] effect and BT20-100 [The Last Guardian]'s <Delay> effect trigger simultaneously, therefore the player can choose the desired activation order. Even if BT20-100 [The Last Guardian]'s <Delay> effect prevents [Omnimon] from leaving, you can activate this card's [All Turns] effect.
