I activated the [Your Turn] [Once Per Turn] on P-117 [Veemon] when digivolving it and reduced the digivolution cost by 1. If I then activate this card's [Main] effect and trash a card stacked with that Digimon, can I activate P-117 [Veemon]'s [Your Turn] [Once Per Turn] effect again?

No, you can't activate it. Even if a stacked card is trashed, the [X Per Turn] limit has already been reached for the activated effect.
