When this Digimon would leave the battle area by an opponent's effect, can I first activate this card's [All Turns] effect and gain <Recovery +1 (Deck)>, then use BT19-029 [Tapirmon]'s inherited effect to trash a security card?

Yes, you can. This card's [All Turns] effect and BT19-029 [Tapirmon]'s inherited effect will trigger simultaneously. The player can choose the activation order of these effects.
