No, you can't activate it. BT16-025 [Paildramon]'s <Partition (blue Lv.4 + green Lv.4)> inherited effect can't be activated because it doesn't trigger when the Digimon is deleted by an opponent's effect.

No, you can't. 1 digivolution can only be performed on 1 Digimon. You can't perform separate digivolutions on multiple cards at the same time. Therefore, when multiples of your Digimon with the [Free] trait would be deleted other than by one of your effects, you can only use this card's effect to digivolve 1 of those Digimon. In addition, only the digivolved Digimon is prevented from being deleted.
