At such times, this card's [All Turns] effect causes that Digimon's DP to become 0. Which is processed first, the deletion by a rule check or that Digimon's [When Attacking] effect?

The deletion by a rule check is processed first. As soon as your opponent's Digimon attacks and suspends, that Digimon's [When Attacking] effect triggers, but the rule check occurs before it activates. The Digimon with 0 DP will be deleted upon the rule check before the [When Attacking] effect can activate.
