No, it can't. If you have a Tamer with [Mimi Tachikawa] in its name at the timing when this effect activates, your opponent's Digimon that was affected by the "doesn't unsuspend" effect doesn't unsuspend even if your Tamer with [Mimi Tachikawa] in its name is later removed from the battle area.
