Does this card's [All Turns] effect also trigger when this card itself is played?

At the end of an attack by a EX12-059 [Machinedramon ACE] that has this card in its digivolution cards, I use this card's inherited effect to unsuspend EX12-059 [Machinedramon ACE] and then try to delete it. At such times, can I activate EX12-059 <Fragment> on [Machinedramon ACE] and prevent it from leaving?
